#  Non-Utilization Tax Analysis 

 



The Field Lab partnered with the City of Providence to examine the effectiveness of the Non-Utilization Tax in reducing property vacancies and increasing housing availability.

Students analyzed tax administration costs, revenue outcomes, vacancy patterns, and alternative policy tools to address underutilized properties.



 

 ### Areas of Focus

The team examined tax effectiveness, vacancy distribution, equity impacts, administrative costs, and alternative housing policy mechanisms. The analysis focused on documenting outcomes and policy trade-offs.
